Eight concrete frames hold up the roof and leave the ground free. The building's first job is to shelter a market.

A town hall is usually closed by six. We asked what would happen if the most public room in the city were open on three sides and belonged to the square.

The frames were cast on site in reusable formwork, then left unfinished. Below them, council rooms and a public library sit as timber boxes that can be added to or taken away.
